1) First, we make changes to the tax credit structure.

 - Instead of high risk, low reward (like the studio bill), we instead institute a plan that is low risk, high reward - creating a system where smaller productions and studios are the "bread and butter" of our film system. Spreading the investment among smaller projects increases the likelihood of success and recurrence.Â
​
- We lower the financial barrier to entry. Smaller productions are easier to move, and with a unique program allowing them to recoup some of their spend (and hopefully relocating under the TERM program) in an effort to kick start a production golden age for Nevada.
​
Smaller productions are more willing to take risks and create something new and exciting. For example, small budget horror and thriller productions are currently experiencing a renaissance at the box office and in streaming markets. Attracting those productions should be easier in conjunction with our HOWL program, thus giving them a highly skilled pool of creatives to help deliver their vision.Â

 - While creating opportunities for small productions, we can still cater to "studio" films by creating a tiered tax credit system for productions based on expected spend (in state, not as a whole). The more the production is projected to spend in state, the higher their return tier.Â

- We add a 5% bonus for learning opportunities including internships for NSHE students, apprenticeships (in relation to unions) , on the job training (in conjunction with GOED programs) or allowing behind the scenes filming for use in educational training post release.Â

- We also adapt a yearly spend threshold marker instead of the per production model we currently have. This will encourage small production companies who create ads, music videos, bumpers and more to utilize Nevada on a repeatable basis. ​

3)Fundraising (Transatory)

Create a fundraising program for projects the board finds viable and parameters fall in line with tax credits, but lack total funding.Â

The film office would provide free fundraising advisors (pros and cons of stretch goal rewards, fulfillment, creating an engaging pitch or sizzle reel, updates, etc.) and a fundraising platform for eligible projects.Â

Total raised funding can not exceed $1 million dollars.
​
Cost withheld / fees for productions: 0%Â
​
100% of all net funds raised must be used in state.Â
​
Productions can still access their funds, even if they do not reach maximum funding, so long as they can still prove the project is viable.
​
The film board will help funded projects with direction in obtaining permits, location suggestions, rental resources and other production needs.

4) Film Production Micro - InvestmentsÂ
Opportunities for state residents to make micro- investments in Nevada based productions, (filming over 80% in state) including a micro-producer credit and certification of investment certificate, as well as any returns.Â
